Car Driver Hoarding Recyclable Bottles

    So in the alley behind my building there are a few blue bins put out by the city of Vancouver for residents to place their recyclable rubbish. Normally there are homeless people with their shopping carts that come by and take the bottles out to take to the depot so that they can have a little pocket change.

    However, today a young guy drove up in a car and parked and went around to all the bins and drained them of bottles etc. Is this fair?
