Sounds like a grow op (and I thought that before I read the landlord was Vietnamese). The mysterious bill payments makes it seem like the building owner is involved.

If the couple did indeed cancel the BC Hydro account, they shouldn't be on the hook for the bill.

... the story doesn't make sense: the cbc starts out by saying that the cafe is no longer owned by the bc hydro clients. then the cbc says someone took over "their" cafe. it wasn't "their" cafe anymore if they no longer had a business there, their cafe was gone ...

... further, receiving a bill 2 years after leaving a location isn't compliant with the law or standard billing practice. bc hydro sends out monthly bills, not biannual bills. why did it take bc hydro a whopping 2 years to bill them for power consumption? the way the cbc puts it, this sounds like a bc hydro scam ...

... as well, the bc hydro clients didn't own the location in which they had a cafe and were no longer doing business there. accordingly, it doesn't sound legal for bc hydro to pin an exorbitant bill on them based on power consumption on their landlords property ...
