A lot of this information comes too late for 2011, but I found these helpful tips on another forum. If nothing else, they'll be useful for next year.

First, get a fireworks permit which you can obtain for free by doing an easy online quiz:
Go to your local fireworks store, but use the price lists from Mystical Distributing or Phatboy Fireworks to make sure you're not overpaying. The prices are MSRP and not wholesale prices. Use ~50% of the list price as a starting point when haggling but don't expect to get that much of a discount. Go when it's slow.
Deal-wise, Costco.ca is your best bet but selection is limited and it won't come in time for this year. Convenience stores will be the most expensive.

People have been getting good deals from Phatboy (can't miss the obnoxious signs), which are open October 25 to 31st 10 am to 10 pm. A list of store locations are here: http://phatboyfireworks.ca/shop/?page_id=1953

Not sure if I fancy the general public playing fireworks in the local neighbourhood because it is a fire hazard... for those clumsy or irresponsible types...

If they do it in the parks or a non-residential area, it is fine...
