Some jobs do require a drivers license...

I would suggest just starting out locally where you live, such as: Grocery stores, Fast food places, coffee shops...
Just type up a resume and head down to the local shops (OR Mall), see if they need part time staff, maybe night stock staff?
McDonald's (and the like) are always hiring... Tim Horton"s too...

Keep an eye on local help wanted sections of your community newspaper...

Sometimes grass cutting and landscaping companies need summer help...

There are some summer jobs that pop up over at www.civicinfo.bc.ca/16.asp as well as with BC Ferries...

Sometimes it's not "what you know", but "WHO you know!"... Maybe a neighbour or a relative knows of some entry level type jobs...

I started out at age 12 or so sweeping up at a take out restaurant, that led to learning how to prepare the foods and such...
Then at age 14 I switched to a grocery store and learned quite a lot in my 6 years in Grocery....

    Sometimes warehouses need extra staff?

You might also check out Summer destination such as: PlayLand/The PNE, local beaches and pools, museums, theatres (Cineplex has a website), Splashdown park?, the shops out at the ferry terminal? The shops down at Granville Island or Lonsdale Quay.... Golf courses...

If you are 19, the casinos are always hiring...
