    They were handing out condoms along with a pamphlet about the couples plan :D. One of them even had a "robelus" vest on.

    I figured as much, Toronto and Edmonton both got discounts while Vancouver got shafted. The couples plan is over now I think, but some people are emailing Mobilicity about the lack of promotions in Vancouver which isn't a bad idea.
