I need to get a "certified true copy" of proof of citizenship. I assume I can photocopy it myself and then give it to someone to sign?

In the past, Passport Canada used to offer certified true copies for free but it looks like they charge $45 now.

Where's the cheapest place to get this done? I don't mind getting it notarized by a notary public or lawyer if their rates are reasonable for the amount of work done.

This notary public charges $10 per document. Others mostly charge $40 for up to 3 signatures.
